CEDAR FALLS, Iowa (AP) ? Mitt Romney is airing an optimistic new ad in Iowa during the last days before the caucuses.
The minute-long TV ad, released Thursday, shows clips from Romney's presidential campaign announcement speech in June. In the spot, Romney talks about the "spirit of enterprise" and focuses on the opportunities America has provided its people.
The ad is part of Romney's final push ahead of the Jan. 3 caucuses and he has launched a late push to win. Polls are showing him in a strong position to finish first or second. Romney is in the state on the second day of a bus tour across eastern Iowa.

It is unclear when or where the video was filmed, but it was uploaded to social news website Reddit today.
User Mr_Rawrr posted it with the message saying he was the one who filmed the video.
The video prompted another user to share a similar story.
"Years ago at my cousin's wedding something similar happened," user Plumhawk wrote.
"The altar they were standing on had a lattice with white roses intertwined overhead. As the pastor said the 'speak now' portion of the ceremony, a rose broke off and bounced off the pastor's head.
"Everyone laughed. Within a few years, they were divorced."

Aircraft wreck found off Florida's Atlantic coast
JUPITER, Fla. (AP) -- A scuba diver in Florida says he's found the remains of a WWII-era aircraft on the ocean floor.
Randy Jordan of Emerald Charters tells The Palm Beach Post that he was diving at a depth of around 200 feet four miles off Jupiter last week when he spotted the remains of an aircraft. The plane was upside down but still mostly intact.
Jordan says he believes the plane is a Curtiss Helldiver SB2C.
If he's right, it would be the second Helldiver wreck found underwater in two years. One of the planes was found off Hawaii in January 2010.
Jordan says he has plans to take more divers to the site, but they have to proceed cautiously because the plane still could contain live ammunition or human remains.

Mexico says it captures drug-lord security chief

(CNN) -- Mexican special forces troops have arrested a lieutenant for alleged drug kingpin Joaquin "El Chapo" Guzman, according to the Defense Ministry.
Troops arrested Felipe Cabrera Sarabia on Friday in the northwestern state of Sinaloa, CNN.com Mexico reported, citing the Mexican Defense Ministry.
Sarabia, who appeared Monday in the office of a prosecutor who specializes in organized crime, was responsible for Guzman's security in the neighboring state of Durango, the state-run Notimex news agency said.
Defense Ministry spokesman Ricardo Terjvilla Trejo said Sarabia was responsible for activities of Guzman's Sinaloa Cartel in Durango and the southern part of Chihuahua and was involved in kidnappings, extortion and arson.
Sarabia's arrest will have a significant impact on the cartel's leadership and abilities, Trejo predicted.
Guzman, who is under federal indictment in Chicago, New York and Los Angeles, is described by the U.S. Drug Enforcement Administration as one of "the most powerful drug traffickers in Mexico." In 2004, the U.S. government announced a $5 million reward for information leading to his arrest and conviction.
He is accused of running a major drug network that distributes cocaine and heroin.
He is worth about $1 billion, according to Forbes Magazine, which began listing him on its billionaires list in 2009, much to the consternation of Mexican officials who deplored his inclusion alongside wealthy business people who made their fortunes through legitimate businesses. The magazine lists him as No. 55 on its Most Powerful People list and as the only crime lord on its list of Mexico's top billionaires.

NLRB Adopts Union Elections Rule; Chamber Files Suit in Response
The U.S. National Labor Relations Board has adopted a rule change that would streamline union-forming elections and delay the appeals process. In response, the U.S. Chamber of Commerce filed a lawsuit Tuesday in U.S. District Court for the District of Columbia to halt the rule.
The rule, adopted from a resolution passed by the board Nov. 30, would grant more power to hearing officers who preside over labor union pre-election hearings and delay the appeals process until after the election. Supporters of the new rule say it will reduce unnecessary litigation and delays in the election process.
Chairman Mark Pearce and board member Craig Becker voted in favor of the rule change. Brian Hayes, the board?s sole Republican, had yet to cast his vote as of Wednesday. The rule will go into effect April 30, 2012. Hayes has until that date to submit a dissenting statement.
When employers and their employees disagree about who is eligible to vote, the matter is referred to a regional office for a hearing. The NLRB contends that about 10% of elections go through the hearing process.
Under the new rule, debate during the hearing will be limited to whether or not an election should occur. The officer administering the hearing will also have the authority to limit testimony.
?This rule is about giving all employees who have petitioned for an election the right to vote in a timely manner and without the impediment of needless litigation,? Pearce said in a written statement.
The complaint filed Tuesday by the Chamber also names the Coalition for a Democratic Workplace as a plaintiff. On Wednesday, the Chamber amended its complaint.
In the amended complaint, attorneys with Morgan, Lewis & Bockius wrote on behalf of the Chamber, the firm's client, that the rule ?curtails an employer?s right to communicate with its employees by substantially shortening the election period? and that ?[u]nless enjoined, the [r]ule will cause immediate, irreparable damage to Plaintiffs and their members.?
Plaintiffs are asking the court to deem the rule ?arbitrary, capricious, an abuse of power and/or otherwise not in accordance with law.?
Jonathan Fritts, a Morgan Lewis partner working on the case, said the new rule limits an employer?s right to determine prior to the election who is eligible to vote. Fritts said that disputes often arise as to whether supervisors are eligible to vote, as they may be considered part of management and thus ineligible.
?What the rule does is afford the hearing officer the ability to limit evidence and litigation of issues concerning who is eligible to vote in the election,? Fritts said. Delaying the appeals process until after the election can create confusion about who is eligible to vote and who can speak on behalf of the employer, he added.
In a written statement, AFL-CIO president Richard Trumka said the board took a ?modest but important step? with the passage of the rule, but said that ?many more improvements are needed to protect workers? rights.?
?We hope the Board will quickly move to adopt the rest of its proposed reforms to modernize and streamline the election process,? Trumka said, referring to additional rules proposed by the board in June but later dropped from the Nov. 30 resolution.

What to Watch For - Presented by EA Sports
The Cleveland Browns play their final road game of the 2011 regular season on Saturday when they travel to Baltimore?s M&T Bank Stadium for an AFC North Division battle with the Ravens.
Baltimore is tied atop the division with Pittsburgh, but owns the tiebreaker after winning both matchups against the Steelers this season. The Ravens got their emotional and physical leader back on defense last Sunday in the person of middle linebacker Ray Lewis, but fell 34-14 at the San Diego Chargers.
The Browns are 7-18-0 all-time against the Ravens and have a 3-9-0 record in road games. The Ravens have won seven straight games in the series and three consecutive contests in Baltimore.
In the first meeting of this season, the Ravens earned a 24-10 win over the Browns in Cleveland. Baltimore running back Ray Rice ran for a career-high 204 yards and one touchdown on 29 carries and paced a ground game that gained 290 yards against the Browns.
Quarterback Joe Flacco completed just 10 of 23 attempts for 158 yards, but did not turn the ball over and was sacked just once in the win.

As the game unfolds, here are several things to keep an eye on:
--Defensive linemen
Sheard registered the first multi-sack game of his career last Sunday with two against the Arizona Cardinals. His 7.5 sacks are tied for first in the NFL among all rookies. Tampa Bay?s Adrian Clayborn has also registered 7.5 sacks this season.
With his first sack of John Skelton last Sunday, Sheard passed Browns Legend Michael Dean Perry for second on the franchise?s rookie sack list. Former Browns and current Oakland Raiders linebacker Kamerion Wimbley set the record with 11 sacks in the 2006 season.
Sheard, who needs 2.5 sacks to be the ninth Browns player to register double-digit sacks in a single season, is tied for third in the league with five forced fumbles. Only Detroit?s Cliff Avril and Baltimore?s Terrell Suggs have more forced fumbles (six) on the year.
While Sheard is tied for third in sacks among NFL rookies, Taylor?s 4.0 sacks rank eighth in the same category. Taylor needs one sack to tie Chip Banks (1982) for the fourth-most sacks by a Browns rookie.
Rubin registered four total tackles against the Cardinals and his 67 stops rank second among all NFL defensive linemen. Only New York?s Jason Pierre-Paul has registered more tackles (76) than Rubin. Rubin ranks first among all interior defensive linemen in tackles.
--Linebacker D?Qwell Jackson. Jackson registered 13 tackles, including 12 solo stops, against the Cardinals last Sunday.
Jackson leads the team with 138 total tackles, while also having 3.5 sacks, one forced fumble, three fumble recoveries, three pass breakups and an interception. He has registered at least 10 tackles in seven of the Browns? 14 games this season, including the last three. Jackson totaled 13 stops in back-to-back games at Pittsburgh (Dec. 8) and at Arizona (Dec. 18), registered 12 against Baltimore (Dec. 4), 11 each against Cincinnati (Sept. 11) and Miami (Sept. 25) and 10 against Tennessee (Oct. 2) and at San Francisco (Oct. 30).
Jackson?s 138 tackles rank second in the league through 14 games. Washington Redskins linebacker and Cleveland native London Fletcher (146) is the only defenders to make more tackles than Jackson this season.
--Wide receiver
He is nine catches away from Kevin Johnson?s record of 66 receptions in the 1999 season. Little is 160 receiving yards away from passing Derrick Alexander for the third-highest total by a Browns rookie. Alexander gained 828 yards in 1994.
--
Dawson has kicked a single-season personal best seven field goals of 50 or more yards. His seven field goals of 50 or more yards lead the NFL and are one away from the league record for the most 50-yarders in a season. In 1995, Morten Anderson, then with Atlanta, and in 2008, Detroit?s Jason Hansen both kicked eight field goals of 50 or more yards.
--Defensive back
Haden is tied for third -- trailing only Williams and Kansas City?s Brandon Carr -- with 35 pass breakups since the start of the 2010 season.
--Wide receiver
He ranks seventh in kickoff return yards (8,701), fifth in return touchdowns (10) and first in kickoff return touchdowns (eight).
After not having a return of 40 yards or longer in 2010, Cribbs already has four this season. All four of Cribbs? returns of over 40 yards have led to Browns scores. His 51-yard kickoff return against Cincinnati, as well as his 52-yard kickoff and 43-yard punt return in Indianapolis led to touchdowns. Cribbs? 63-yard kickoff return in Houston led to a field goal.
Cribbs has a history with the Ravens, having taken back a kickoff 92 yards for a touchdown on November 2, 2008. He has twice returned seven kickoffs in a game against the Ravens and registered 306 combined return yards in a 33-30 overtime victory in Baltimore on November 18, 2007.
--Defensive back
Brown has collected 22 career interceptions and has at least one takeaway in each of his ten NFL seasons. Brown is tied with Baltimore?s Ed Reed with the fourth-longest active streak of consecutive seasons with an interception. Green Bay?s Charles Woodson (14 seasons), Denver?s Champ Bailey (13), Nate Clements of San Francisco (11) and Deon Grant of the New York Giants (11) rank ahead of Brown and Reed.
--Punter Brad Maynard. Of the 69 punts Maynard has kicked this season, 27 have landed inside the 20-yard line. With one more, he would equal Dave Zastudil (28 in 2006) and Brian Hansen (28 in 1992) for third-most in team history. He is five away from tying Bryan Wagner?s record of 32 from the 1989 season.
--Ravens linebacker Terrell Suggs. Suggs leads the Ravens with 13 sacks this season and in addition to the hits on the quarterback, he has registered 60 total tackles, including 43 solo stops. He has had three three-sack games this year. Suggs is three sacks away from breaking Peter Boulware?s single-season mark of 15 from 2001.
With one more forced fumble, Suggs would break his single-season record of six, which he set in 2003 and equaled in both 2005 and 2011.
In his career, Suggs has registered 88 total tackles, returned one interception 42 yards for a touchdown and 13 sacks for 88.5 lost yards against the Browns.
--Joe Flacco. Flacco is one 300-yard passing game away from breaking a first-place between himself and Vinny Testaverde for the franchise record of eight. He could also set Baltimore?s franchise record of five 300-yard passing games in one season.
He has completed 286 of 499 attempts for 3,348 yards and 17 touchdowns against 11 interceptions this year. Flacco carries an 80.0 quarterback rating into Saturday?s game and will throw against a highly-ranked Browns pass defense.
The Browns have allowed opposing quarterbacks to complete 231 of 405 attempts for 2,805 yards and 14 touchdowns against eight interceptions. Cleveland has registered 29 sacks for 167 lost yards this season.
--Ray Rice. He has gained 1,086 yards and scored 10 touchdowns on 244 carries and serves as a dual threat. Rice leads the Ravens with 71 receptions and has accounted for 648 yards and two touchdowns in the passing game.
Rice needs 114 yards to become the fourth player since 1970 to record three consecutive seasons with at least 1,200 rushing yards and 500 receiving yards. Priest Holmes and Hall of Famers Marshall Faulk and Thurman Thomas are the only other players to reach that mark.
The Browns?enter Saturday?s game at 4-10 following the team?s 20-17 overtime loss to the Cardinals in Glendale last week. The Ravens are 10-4 and in a first place tie in the AFC North Division after their 34-14 loss at the Chargers last Sunday.

Browns offensive linemen
Cousins was a third round choice (No. 99 overall) in 2008. He made four starts and appeared in 25 games with the Ravens.
Joshua Cribbs (Washington D.C./Dunbar High School), Joe Haden (Fort Washington/Friendly High School), Ahtyba Rubin (Fort Belvoir, Va.), defensive back
Baltimore general manager Ozzie Newsome was selected by the Browns with the No. 23 overall pick in the 1978 NFL Draft and became a Hall of Fame inductee after playing with the team from 1978-90. Newsome still holds seven franchise records (most catches in a career, season and game, most consecutive games with a catch, yards in a career and game and most seasons with 50 or more receptions).
Ravens head coach John Harbaugh (Perrysburg/Miami of Ohio), assistant special teams coach Marwan Maalouf (Strongsville/Baldwin-Wallace College) and linebackers coach Dean Pees (Dunkirk/Bowling Green State University) are Ohio natives.
Baltimore?s assistant head coach/special teams coordinator Jerry Rosburg coached the Browns? special teams from 2001-06 and his special teams units ranked in the top ten in several categories during that time.
Ravens defensive coordinator Chuck Pagano was the Browns? defensive backs coach from 2001-04. Under his direction, the Browns defensive backs registered 28 of the team?s NFL-best 33 interceptions in 2001.
Defensive line coach Clarence Brooks served in the same capacity with the Browns in 1999.
Maalouf worked with film breakdown and the Browns? special teams from 2004-06.
Pees was Cribbs? head coach at Kent State University and guided him to 13 school records. Under Pees? direction, Cribbs was only the second player in NCAA history to rush for and also throw for 1,000 or more yards in a single season.
Ravens kicker Billy Cundiff played five games with the Browns in 2009. He connected on four extra points and went six of six on field goal tries.
Baltimore wide receiver Lee Evans (Warrensville Heights/Bedford High School), defensive back Brandon McKinney (Dayton/Chaminade-Julienne) and safety Haruki Nakamura (Elyria/Lakewood St. Edward) are Ohio natives. Nakamura played collegiately at the University of Cincinnati.

WUKAN, China (Reuters) ? Organizers of a Chinese village protest that tested the ruling Communist Party for more than a week decided on Wednesday to end their action after senior officials offered concessions over a land dispute and suspicious death in custody.
Residents of Wukan, in southern Guangdong province had warded off police and held protests over the death of activist Xue Jinbo, whose family rejects the government's position that he died of natural causes, and against the seizure of farmland for development.
But following conciliatory talks with provincial officials, village representatives urged the residents to pull down protest banners and go back to their normal lives -- provided the government keeps to its word.
"Because this matter has been achieved, we won't persist in making noise," village organizer, Yang Semao, told an assembly hall of village representatives and reporters, referring to the protests. He said protest banners would be taken down.
"They've agreed to our initial requests," Yang told Reuters. But he added a caveat: "If the government doesn't meet its commitments, we'll protest again."
Senior officials negotiating with the villagers agreed to release three men detained over protests in September, when a government office was trashed, and to re-examine the cause of Xue's death, a village organizer said earlier.
They and fellow villagers believe he was subjected to abuse that left injuries, including welts, on his body. But the government said an autopsy showed he died of heart problems. Xue was detained over the land protests that broke out in September.
Under a hot afternoon sun, about a thousand villagers gathered to hear another organizer, Liu Zuluan, explain the concessions from the government, which they greeted with loud clapping.
Although the Wukan rebellion was limited to one village, it has attracted widespread attention as a humbling rebuff to the ruling Communist Party, which values stability above all else.
CAUSE TO COMPLAIN
Wang Yang, the Communist Party chief of Guangdong, obliquely acknowledged that the villagers had cause to complain, in comments published on Wednesday in the Southern Daily, the official province newspaper.
"There was something accidental about the Wukan incident, but also something inevitable," Wang said, according to the report.
"This is the outcome of conflicts that accumulated over a long time in the course of economic and social development," said Wang, who is seen by many analysts as nursing hopes of a spot in China's next central leadership.
Guangdong is a prosperous part of China. But the wrenching shifts of urbanisation and industrialization have fanned discontent among increasingly assertive citizens, who often blame local officials for corruption and abuses.
On Wednesday morning, about 300 villagers had lined the sides of a road into the village, preparing to welcome, Zhu Mingguo, the main official negotiating with them.
A man holding a Chinese flag on a pole told the villagers over loudspeaker: "Everyone welcome the Communist Party's work team." Villagers unfurled a banner welcoming officials to come and help "solve the Wukan matter."
The Southern Daily also explained the concessions that Zhu has offered to the villagers, including foreswearing punishment of rioters who "show sincerity in working with the government to solve the problems."
Zhu also promised an impartial autopsy for the late Xue, and "transparent" disclosure in the media of how the villagers' grievances are addressed.
Underscoring government fears of unrest, in a separate protest on Tuesday in Haimen, a town further east up the coast from Wukan, residents demonstrated in front of government offices and blocked a highway over plans to build a power plant.
Pictures on a Chinese microblogging site, Sina's "Weibo" service, which could not be independently verified by Reuters, showed hundreds of people gathered in front of the offices as riot police kept watch.

Irsay says healthy Manning will stay with Colts

INDIANAPOLIS - It doesn't look as if Peyton Manning will go anywhere next season -- unless he's not healthy.
On Thursday, Colts owner Jim Irsay told NFL Network he couldn't foresee a scenario in which Manning would play anywhere but Indianapolis unless he can't play at all.
Manning his missed the entire season and has not participated in full team practices since having the third and most invasive surgery on his neck Sept. 8.
"I think the situation is if he's back and he's healthy, I see him coming back and playing here," Irsay said in a 10-minute interview before the game with Houston began. "I think the hope is that his health is in the position where he could return again. That remains uncertain and that's something that's first and foremost on my mind."
The signs are encouraging.
On Dec. 1, surgeon Dr. Robert Watkins issued a statement saying the fusion between two vertebrae had healed firmly and that Manning could increase the intensity of his workouts.
Last Wednesday, for the first time since having the surgery, Manning put on pads and a helmet and threw with teammates. He took snaps from center Jeff Saturday and worked with running back Joseph Addai, receiver Anthony Gonzalez and an unnamed receiver from the practice squad.
Colts vice chairman Bill Polian and coach Jim Caldwell both watched the session. Polian and Addai have given Manning good reviews.
Manning was inactive Thursday night and has already been ruled out of next week's season-finale at Jacksonville. Caldwell also said this week that Manning would continue to do individual work but would not participate in team work the rest of the season.
The only four-time MVP in league history also is due a $28 million bonus in early March -- a prospect that had some thinking Thursday night could be the final time Manning would be on the home team's sideline at Lucas Oil Stadium.
Irsay said that's not the case.
"I don't see that being an issue," Irsay said. "I paid him $26 million this season and he didn't play and I knew it was an iffy situation. If he's healthy and he can play, he'll be back here."
Irsay also said the Colts would take a quarterback, Manning's successor, if the right one is available in April's draft. The Colts (1-13) are the front-runners for the No. 1 overall pick, a slot that most analysts believe will be filled by Stanford's Andrew Luck. Another possible candidate, Southern California's Matt Barkley said Thursday that he would return to school for his senior season.
And when the season ends, Irsay acknowledged there would be plenty to evaluate -- from the top down.
"I'm concerned we came out and lost 13 games," Irsay said. "We certainly were looking to do better. In terms of evaluating things, I think you have to look at the Texans. Last year, their coach was under great fire, Bob McNair stuck with him and now he's very popular in Houston. So when the season ends, I will evaluate everything. You know I love continuity."

More female managers do not reduce wage gap
ScienceDaily (Dec. 16, 2011) ? Are wage differences between men and women decreasing as more women attain managerial positions? A new Swedish report from the Institute for Labour Market Policy Evaluation (IFAU) and the Uppsala Center for Labor Studies (UCLS) at Uppsala University concludes that they are not. Manager gender is tied to neither wages nor, accordingly, wage differences on the labour market. Women held approximately 36 per cent of managerial positions within the Swedish employment market in 2008. That female managers are a minority is sometimes advanced as an explanation for the fact that women generally receive lower wages than men.
The wage gap between men and women, adjusted for age, experience, education and industry demographics, is approximately 8 per cent. A greater proportion of women in managerial positions could serve to reduce the wage gap if female managers set wages differently or, by serving as examples, encouraged a higher level of performance by women.
Earlier studies have shown that wage differences are smaller in industries and at workplaces with female managers. In her study, however, economist Lena Hensvik found no support for the claim that female managers entail any benefit for women in connection with wage setting. The study encompassed all of the public sector workplaces and a representative selection of private sector workplaces in Sweden during the years 1996-2008.
"At the first stage, I found that women with female managers receive higher salaries," she says. "But when I went further and considered individuals who had had both male and female managers and how salary varies with manager gender, I found no significant difference between working for a woman and working for a man. Any differences appear to be tied to the individuals, not their managers."
Having more female managers thus seems not to contribute to reducing the salary gap among employees.
"Earlier studies that found differences between workplaces with and without female managers should be interpreted with certain caution, since these studies did not take account of employee-pool composition differences," continues Lena Hensvik.
But do women employ more women? Lena Hensvik asserts that there is no evidence that they do. It may be that women employ more high-performing women, but even that appears to be bound up with the character of the workplace or industry, and not with the issue of whether the managers happen to be men or women.

After MTV's roundtable of experts chose Adele's "Rolling in the Deep" and Nicki Minaj's "Super Bass" as the top two Best Songs of 2011, music fans made their opinions heard, sharing their picks or voicing support for the chart-topping ladies and the rest of the top 10.
Adele received plenty of backup for her Song of the Year win, including from Facebook user Cavisha Brown: "Guys, Adele killed 2011 with 'Rolling in the Deep' and 'Someone Like You.' Adele for the win!" Another Facebook fan, Alvaro Maguiña, wrote, " 'Rolling in the Deep,' 'cause Adele's a boss."
Even the haters couldn't deny the big-voiced singer's 2011 takeover, as Bradley Goodwin confessed, "Even though I don't like her, it's obviously Adele."
"Super Bass" also got support from Minaj's Barbz and Kenz, who appeared on the fence about the MC's face-off against Adele. "What people don't understand is that Nicki is a rapper," Grant Markwell wrote on Facebook. "She didn't get her rise to fame from singing. Adele did, but on the other hand both are styles of music that are looked up to by millions. I think Nicki's rap style is very dominant, and that 'Super Bass' was a breakthrough for female rap. So I pick her..."
Fans of Bruno Mars weren't too happy that hits like "The Lazy Song" and "It Will Rain" were missing from the action. Twitter user FloureandLeafe wrote, "No @BrunoMars song? Really? I don't agree 'cause bruno is a wonderful artist and he deserves to be in your list."
While Britney Spears' "Till the World Ends" made Bigger Than the Sound's Top 25 Songs of 2011, her hit singles were nowhere to be found on MTV's Best of 2011 list. Team B made sure to voice their thoughts.
"When it comes to awards and 'best of' charts, they ignore her," MTV.com user Alessandro ranted. "Even those who say she's great ... in the end act as if they'd never even said a word."
"You forgot Britt Britt, c'mon!" Joe added.
While Rihanna ruled Facebook in 2011, the pop titan landed at #3 on the list with "We Found Love." Her Navy was none too pleased that the dance anthem did not take home the title. "WTF, 'We Found Love' deserved to be number 1," helenivyork tweeted.
Among the other tunes fans felt should have been part of the year-end list were Beyoncé's "Countdown," Eminem's "Lighters" and Jennifer Lopez's "On the Floor."

Postal cuts to slow delivery of first-class mail (AP)
WASHINGTON ? Facing bankruptcy, the U.S. Postal Service is pushing ahead with unprecedented cuts to first-class mail next spring that will slow delivery and, for the first time in 40 years, eliminate the chance for stamped letters to arrive the next day.
The estimated $3 billion in reductions, to be announced in broader detail on Monday, are part of a wide-ranging effort by the cash-strapped Postal Service to quickly trim costs, seeing no immediate help from Congress.
The changes would provide short-term relief, but ultimately could prove counterproductive, pushing more of America's business onto the Internet. They could slow everything from check payments to Netflix's DVDs-by-mail, add costs to mail-order prescription drugs, and threaten the existence of newspapers and time-sensitive magazines delivered by postal carrier to far-flung suburban and rural communities.
That birthday card mailed first-class to Mom also could arrive a day or two late, if people don't plan ahead.
"It's a potentially major change, but I don't think consumers are focused on it and it won't register until the service goes away," said Jim Corridore, analyst with S&P Capital IQ, who tracks the shipping industry. "Over time, to the extent the customer service experience gets worse, it will only increase the shift away from mail to alternatives. There's almost nothing you can't do online that you can do by mail."
The cuts, now being finalized, would close roughly 250 of the nearly 500 mail processing centers across the country as early as next March. Because the consolidations typically would lengthen the distance mail travels from post office to processing center, the agency also would lower delivery standards for first-class mail that have been in place since 1971.
Currently, first-class mail is supposed to be delivered to homes and businesses within the continental U.S. in one day to three days. That will lengthen to two days to three days, meaning mailers no longer could expect next-day delivery in surrounding communities. Periodicals could take between two days and nine days.
About 42 percent of first-class mail is now delivered the following day. An additional 27 percent arrives in two days, about 31 percent in three days and less than 1 percent in four days to five days. Following the change next spring, about 51 percent of all first-class mail is expected to arrive in two days, with most of the remainder delivered in three days.
The consolidation of mail processing centers is in addition to the planned closing of about 3,700 local post offices. In all, roughly 100,000 postal employees could be cut as a result of the various closures, resulting in savings of up to $6.5 billion a year.
Expressing urgency to reduce costs, Postmaster General Patrick Donahoe said in an interview that the agency has to act while waiting for Congress to grant it authority to reduce delivery to five days a week, raise stamp prices and reduce health care and other labor costs.
The Postal Service, an independent agency of government, does not receive tax money, but is subject to congressional control on large aspects of its operations. The changes in first-class mail delivery can go into place without permission from Congress.
After five years in the red, the post office faces imminent default this month on a $5.5 billion annual payment to the Treasury for retiree health benefits. It is projected to have a record loss of $14.1 billion next year amid steady declines in first-class mail volume. Donahoe has said the agency must make cuts of $20 billion by 2015 to be profitable.
It already has announced a 1-cent increase in first-class mail to 45 cents beginning Jan. 22.
"We have a business model that is failing. You can't continue to run red ink and not make changes," Donahoe said. "We know our business, and we listen to our customers. Customers are looking for affordable and consistent mail service, and they do not want us to take tax money."
Separate bills that have passed House and Senate committees would give the Postal Service more authority and liquidity to stave off immediate bankruptcy. But prospects are somewhat dim for final congressional action on those bills anytime soon, especially if the measures are seen in an election year as promoting layoffs and cuts to neighborhood post offices.
Technically, the Postal Service must await an advisory opinion from the independent Postal Regulatory Commission before it can begin closing local post offices and processing centers. But such opinions are nonbinding, and Donahoe is making clear the agency will proceed with reductions once the opinion is released next March.
"The things I have control over here at the Postal Service, we have to do," he said, describing the cuts as a necessary business decision. "If we do nothing, we will have a death spiral."
The Postal Service initially announced in September it was studying the possibility of closing the processing centers and published a notice in the Federal Register seeking comments. Within 30 days, the plan elicited nearly 4,400 public comments, mostly in opposition.
Among them:
_Small-town mayors and legislators in states including Illinois, Missouri, Ohio and Pennsylvania cited the economic harm if postal offices were to close, eliminating jobs and reducing service. Small-business owners in many other states also were worried.
"It's kind of a lifeline," said William C. Snodgrass, who owns a USave Pharmacy in North Platte, Neb., referring to next-day first-class delivery. His store mails hundreds of prescriptions a week to residents in mostly rural areas of the state that lack local pharmacies. If first-class delivery were lengthened to three days and Saturday mail service also were suspended, a resident might not get a shipment mailed on Wednesday until the following week.
"A lot of people in these communities are 65 or 70 years old, and transportation is an issue for them," said Snodgrass, who hasn't decided whether he will have to switch to a private carrier such as UPS for one-day delivery. That would mean passing along higher shipping costs to customers. "It's impossible for many of my customers to drive 100 miles, especially in the winter, to get the medications they need."
_ESPN The Magazine and Crain Communications, which prints some 27 trade and consumer publications, said delays to first-class delivery could ruin the value of their news. Their magazines are typically printed at week's end with mail arrival timed for weekend sports events or the Monday start of the work week. Newspapers, already struggling in the Internet age, also could suffer.
"No one wants to receive Tuesday's issue, containing news of Monday's events, on Wednesday," said Paul Boyle, a senior vice president of the Newspaper Association of America, which represents nearly 2,000 newspapers in the U.S. and Canada. "Especially in rural areas where there might not be broadband access for Internet news, it will hurt the ability of newspapers to reach customers who pretty much rely on the printed newspaper to stay connected to their communities."
_AT&T, which mails approximately 55 million customer billing statements each month, wants assurances that the Postal Service will widely publicize and educate the public about changes to avoid confusion over delivery that might lead to delinquent payments. The company is also concerned that after extensive cuts the Postal Service might realize it cannot meet a relaxed standard of two-to-three day delivery.
Other companies standing to lose include Netflix, which offers monthly pricing plans for unlimited DVDs by mail, sent one disc or two at a time. Longer delivery times would mean fewer opportunities to receive discs each month, effectively a price increase. Netflix in recent months has been vigorously promoting its video streaming service as an alternative.
"DVD by mail may not last forever, but we want it to last as long as possible," Netflix CEO Reed Hastings said this year.
Maine Sen. Susan Collins, the top Republican on the Senate committee that oversees the post office, believes the agency is taking the wrong approach. She says service cuts will only push more consumers to online bill payment or private carriers such as UPS or FedEx, leading to lower revenue in the future.
"Time and time again in the face of more red ink, the Postal Service puts forward ideas that could well accelerate its death spiral," she said, urging passage of a bill that would refund nearly $7 billion the Postal Service overpaid into a federal retirement fund, encourage a restructuring of health benefits and reduce the agency's annual payments into a retiree health account.
That measure would postpone a move to five-day-a-week mail delivery for at least two years and require additional layers of review before the agency closed postal branches and mail processing centers.
"The solution to the Postal Service's financial crisis is not easy but must involve tackling more significant expenses that do not drive customers," Collins said.
In the event of a shutdown due to bankruptcy, private companies such as FedEx and UPS could handle a small portion of the material the post office moves, but they do not go everywhere. No business has shown interest in delivering letters everywhere in the country for a set rate of 44 cents or 45 cents for a first-class letter.
Ruth Goldway, chair of the Postal Regulatory Commission, said the planned cuts could test the limits of the Postal Service's legal obligation to serve all Americans, regardless of geography, at uniform price and quality. "It will have substantial cost savings, but it really does have the potential to change what the postal service is and its role in providing fast and efficient delivery of mail," she said.

SYDNEY (AP) ? Australia's ruling party voted Sunday to overturn a long-standing ban on exporting uranium to India, despite fierce opposition from critics who argued such sales are unsafe because India has not signed the Nuclear Nonproliferation Treaty.
Prime Minister Julia Gillard urged members of her center-left Labor Party during its annual conference to allow the exports in the interest of the national economy, arguing there are safeguards in place to ensure the uranium would be used for peaceful purposes.
"We need to make sure that across our regions we have the strongest possible relationships we can, including with the world's largest democracy, India," Gillard said. "That's why today we should determine to change our platform and enable us, under safeguards, to sell uranium to India."
The party's vote to amend an executive policy does not need parliamentary approval.
Australia holds 40 percent of the world's known uranium reserves. It does not sell uranium on the open market and bans nuclear power generation at home.
But it sells uranium only for the purpose of power generation under strict conditions banning any military applications in bilateral trade agreements with the United States, China, Taiwan, Japan, South Korea and several European countries.
Australia's previous conservative government started negotiations with energy-hungry India on uranium sales. But the Labor government immediately ended the talks when it came to power in 2007, ruling out exports unless New Delhi signed the Nuclear Nonproliferation Treaty.
Gillard had previously noted that the U.S. lifted a "de facto international ban" on nuclear cooperation with India in 2005 when it signed a deal with New Delhi to trade uranium and work together on civil atomic power generation.
But many Labor lawmakers slammed the policy change, arguing that selling uranium to India in the wake of this year's nuclear disaster at the Fukushima Dai-ichi power plant in Japan, the 1979 partial meltdown of the Three Mile Island reactor in the U.S. and other nuclear accidents was irresponsible and out of touch.
Labor Sen. Doug Cameron won a standing ovation from the crowd after a fiery speech in which he called the amendment "nonsense."
"Prime Minster, you are wrong! Ministers, you are wrong!" he shouted to thunderous applause. "This is a bad move for the Labor Party, it's a bad move for international peace."
Others argued that India was too important an economic power to ignore.
"India, like China, is a rising superpower and it has to be upfront and center in our foreign policy and our foreign trade," said Labor member Richard Marles. "(This amendment) will pave the way for our two countries to fulfill our shared destiny as nations and friends."
The motion passed by a vote of 206 to 185.
